Cool shoot-em-up. Very hard without the DLC. At least towards the ending. But it's worth the play. I finished the game 100% Simple and fun.

About This Game
You are Nikola Tesla, world-famous inventor and genius extraordinaire. At the eve of your greatest invention, your laboratory is burned down by the horror author H.P. Lovecraft, who claims that your actions have put the world in peril. With the help of his occult book, and a vast army of monsters, he has stolen your most precious inventions!
Tesla-Mech, an immensely powerful machine of war at your disposal. Mow down your opponents with twin-mounted Tesla-Miniguns, and trample over monsters like they were ants.
Quantum Teleportation, packed neatly into one handy portable backpack. (Includes a warning label about Theseus-paradox, whatever that is)
If nightmares had nightmares, this is what they’d look like. Monsters so horrible they’ll make you eat up your own sanity!
Save the world with a plethora of inventions and gadgets, including (but not limited to) X-Ray Blade and Death Ray Gun.

Looks like you get to pilot a mech to fight Lovecraftian horrors. Actually, you start each map as a level 1 pleb with a pistol and a teleporter. Getting better weapons depends on RNG popping them up on the ground. Getting a special ability, which has limited charges, is the same. The mech is on a timer when it's active and requires gathering 6 parts from around the map. At the end of a map, if you have all 6 parts but don't activate the mech, you automatically have the mech active at the start of the next map...when you don't need it, instead of being able to save it for when you do need it. Also, there is no meta progression between maps. Considering the maps are essentially a campaign, meta progression would actually make sense. This could have been fleshed out a fair bit more and it could have been built on more solid mechanics. I am very disappointed.
One of my favorite twin-stick shooters. As others have said, there's some luck involved in winning a lot of the time (similar to a roguelike) but I didn't find it too bad. If you get the game, I strongly recommend getting the DLC as well, as it adds quite a bit to the game, especially when it comes to replay value. Note: 50+ hours on PS4 in addition to Steam.
