Imagine Advance wars, or Super robot wars with stealth system. You could place a soldier next to a tank without being noticed. And if you're trying to shoot at enemy unit with a little information (you know the unit whereabout but uncertain its exact position), it would probably miss. It is what happened if you trying to hit a unit with high stealth rating.
