You'll want to use https://openrct2.io/ in order to download and patch the launcher. Fixes the game freezing, crashing, failing to launch, gives it more features and updates. Set launch command as ""D:\SteamLibrary\steamapps\common\Rollercoaster Tycoon 2\openlauncher.exe" %command%"" under properties or wherever your game is installed and make sure the open rct is in the same folder as the game.
