Here at Jujubee, we’ve always thought that games should address current and serious topics. In the case of our historical-documentary game KURSK we touched on the subject of the Russian submarine tragedy and to what end an arms race could lead to, in Deep Diving Simulator we focused on issues related to the ecology and protection of our underwater world, and Realpolitiks tackles the problem of terrorism and migrations. In COVID: The Outbreak we allow the players to face the most current and touching topic of all - a pandemic of a dangerous virus.

As the leader of the Global Health Organization (GHO) your task is to contain the spread of a coronavirus and save humanity before it is too late.

In addition to crisis management, the game provides the players with information on how to behave in the event of an epidemic, what actions to take, and how to protect themselves and their loved ones in the most effective way. The game is based on the data published by WHO and on the information acquired from experts and consultants.

Through your actions, you will be able to see how difficult it is to manage during a crisis, what impact various decisions can have on an effective fight against a global epidemic, which can be caused by listening to charlatans or the lack of appropriate medical equipment.



The virus will adapt to your actions by means of mutation so you must predict and take into account its transmission abilities, time of incubation, drug resistance, and a whole lot more. Decide whether a country should close its borders and quarantine citizens to reduce the number of new infections, or construct new hospitals and emergency tents to speed up the recovery of the already infected. Choose wisely.

FEATURES:

Pandemic Management - advise the world what needs to be done in order to survive the dreadful disease; manage funds, staff, medicine, and research priorities.

Issue Emergency Decrees - declare national emergency and close borders, enforce obligatory vaccination, close schools and airports. Do whatever it takes to stop the coronavirus.

Research New Projects - developing new ways to fight off the disease is a sound strategy. Remember to be cautious as your enemy may mutate, rendering your newly acquired ability completely useless.

Unpredictable Events - how you handle the ongoing fake news, mass stockpiling of supplies, or people ignoring the incoming threat will go a long way towards deciding whether you will prevail against the disease, or succumb to it.

Construct Vital Buildings - build hospitals, emergency tents, research institutions, checkpoints, police stations, and a whole lot more. Every building you enact may become the decisive factor in stopping the outbreak.

I expected some rushed cash-grab type of game especially in this price but i must say im shocked. Game is very very solid with lots of statistics, graphs and options. I haven't seen any bugs yet. I would describe it as grand strategy-ish reverse plague inc. I recommend it for all Paradox games fans as fun game to chill in the evening. Also its good because devs support cure research with 20% of earings from sales! If i had to point out cons i would say that some things might be a bit illegible and confusing at the begining but after 30 mins its not a problem.

Update: As you can see, the developers have replied to my review and have asked me to reconsider my review, so I've launched the game again. At the time of this writing (11 June 2020), they only things that were fixed were the game-breaking bugs that I didn't encounter this time, and moving the camera with the WASD keys. Everything else stayed exactly the same, from the confusing buildings to confusing research trees to terrrible optimization that still takes half a minute so have the game. -------------------------------------------------------------------------------------------------------- Honestly, when I first saw this I immediately thought "well, looks like another cash grab riding on the coronavirus theme". I enjoyed the video at the start. But the first message I get from the game in the tutorial is filled with anti human sentiment. Calling us parasites of mother nature. How do you impose a strategy to that? Limit human births? Genocide? Entire populations not having children and losing all potential talents that the world could do with. This planet can handle 10 million, infact 15 million right now. More people are out of poverty that ever before, and thats with 8 billion people. We need to have more potential for talented people and geniuses. The larger the pool of people, the more chance of talents that can help the world survive. Rather than espouse a narrative that the Earth is doomed because of overpopulation and consumption. Plenty of people agree with you and go ahead and play the game, but look deeper into what we are saying here. We don't want more people, we want to limit births, we want to cap the population. So I found this game by a pure accident a couple hours before getting published and rushed to buy it, hoping to find a game that's complex, detailed, realistic and most importantly, let's me cope with the zombie apocalypse going currently in the world and the quarantine shitshow. The game turned out to be exactly what I expected and far more, the amount of data available is truly astonishing and immersive, all the actions you can take, quarantine, public order maintenance, research, border closing, decisions you have to make during various random events that can appear, all this makes for an excellent simulation, and the fact that I've received a product that already looks very polished despite probably being made rather quickly is mindblowing. I really hope it'll be updated accordingly as the situation develops and more knowledge about the virus will be gained. A game that reducers players to the role of spectator. This game has clearly been rushed to market without much thought to the gaming experience. One main weakness of 'Covid: The Outbreak' is it's refusal to let player's implement policies, and the complete lack of explanation as to why not. So for example you have an early outbreak in France, and want to 'Close Schools', or even 'Close Land Borders'. Think again, when you try back comes a message "You don't meet the requirements". Why not? The game doesn't bother to tell you. It's the same right across the globe. All you can do is constantly return to a country (there are 175 I think) and constantly click through all the options until eventually one is accepted, every turn. Tedious doesn't begin to describe it. A well thought out game like Civ 6 for example, always explains why a player can't do something, so they know how to. I bought this based on the fact it is part of a charitable cause to contribute towards the crisis. This developer has found a way to not only provide some interesting facts about the situation, and find a way to sustain the livelihoods for some of the individuals involved in the development, but also support an effort to the cause in a meaningful way that they can. It's an interesting concept, and the overall gameplay is interesting to me, but the problem is, I have absolutely no idea how to play. The UI is not very good, but even with a tutorial, I have absolutely no idea what I'm supposed to be doing. The tutorial is very good at explaining basic concepts that anyone who has played a game before would know how to do, but doesn't explain systems unique to this game itself. Buildings are prohibitively expensive to the point where you can't build them for 90% of the game, actions all have an RNG chance of being implemented, so you can just fail to do what needs to be done. And even when you do get buildings built, there is zero feedback on what they've done. Okay, I've built a medical center that is supposed to increase curability. Guess what, that's not even a data point you can find, so how do I know what that building did to justify the cost? You can't!
